The Technical Regulatory Authority performs national surveillance of compliance with the requirements for handling explosives and pyrotechnical products.
In addition to the Technical Regulatory Authority, the following authorities also perform surveillance in this field:
- Police and Border Guard Board: transport of explosives and pyrotechnical products on public roads, the surveillance mode of the handling place of explosives as well as requirements for the use of a pyrotechnical product, its dispossession, and the requirements of a point of sale for a pyrotechnical product
- Estonian Rescue Board: checks compliance with the requirements established for the handling place of explosives and pyrotechnical products
- Consumer Protection Board: the market surveillance of pyrotechnical products, including compliance with the transfer requirements
- Estonian Tax and Customs Board: supervision of the requirements established for the import and export of explosives and pyrotechnical products from and to a third country and for import from another European Economic Area country
