The numbering includes numbers, short numbers, service numbers, identification codes, and prefixes established in the Estonian Numbering Plan.
The Estonian Numbering Plan establishes the position of numbers, short numbers, identification codes, and prefixes, used for the provision of communications service in the numeration field, requirements for their length, purpose and dialling procedure as well as prefixes for internal user group services.
A number shall be a decimal number based on the recommendation E.164 of the International Telecommunication Union, which shall be used for the provision of communications service. The numbers shall be classified according to their purpose as follows:
- telephone numbers
- mobile phone numbers
- service numbers (800-, 900-, 901-, 907-, 705-service numbers)
- M2M mobile phone numbers
- e-fax numbers
- personal numbers
A short number is a three to five character digit that shall be used for the provision of a communications service or some other service and that allows the user to dial the number in a simplified way.
An identification code is a combination of numbers that shall be used for arranging the usage of a communications network or its parts and for distinguishing a communications company upon the provision of a communications service.
